I am 95% sure th...I have only read the first half.<br /><br />I am 95% sure that Whitelaw knew that the short sharp shock business was absolute nonsense.<br /><br />It was only ever applied to two detention centres - Send in Surrey and New Hall in Yorkshire, so only a few hundred folk were ever directly affected, that is not to say it was not a stupid idea.<br /><br />I still remember Whitelaw addressing the Napo Probation workers conference at the time and as he talked about it he gave a big theatrical wink.<br /><br />It was purely a sop for the Conservatives and general public.<br /><br />Whitelaw was the only Home Secretary who actually gave Probation Workers an almost fair pay settlement after they had been caught up in the Labour Government's public service pay restrictions at a time of raging inflation, which was what brought Thatcher to power in 1979 because Callaghan and the Unions could not find an agreement and there was the much over hyped "winter of discontent", with unburied dead in one or two places for short periods but heaps of rubbish uncollected which made brilliant newspaper pictures.<br /><br />I had hopes for Labour but they did not last long once Blair made his ridiculous "peoples princess" tribute to the previous Princess of Wales. t was clear to me that Blair was guff first and action after. It was a long time later I realised Straw, obviously with Blair's backing abandoned all his commitments about reversing Tory prison privatisation quietly within weeks of becoming Home Secretary.<br /><br />I must stop, I had personal experience of Straw's duplicity and recalling it is not good for my soul!
